How to play

• States: 9 combined states — each species at Low / Medium / High population density
• Interaction: High otter density suppresses abalone (predation). High abalone density supports otter growth.
• Recovery target: Both species at Medium or High — states (M,M), (M,H), (H,M), (H,H)
• 1 Do Nothing — natural dynamics. Otters tend to grow. Abalone decline under high otter pressure.
• 2 Cull Otters — reduces otter density. Helps abalone but conflicts with otter conservation goals.
• 3 Protect Abalone — habitat restoration, fishing prohibition. Increases abalone density directly.
• 4 Both — cull otters AND protect abalone. Most expensive option.
• Discounting: γ = 0.95 per step. Earlier recovery is worth more.
